Have tried opening outlook.com on another browser like Firefox or Chrome,if not please download and install Firefox browser using this link : - https://www.mozilla.org/en-US/firefox/new/

Could you please type in this outlook address www.outlook.com in the address bar on the top of Firefox browser and see if you can open it
