Summary: One disk is bad. For some reason, files (pictures) that were already added to cd/dvd (not burned yet) did not have permission, so right-click on each and set security to full control, then delete them. Then use a good new blank cd disk and add / burn 3 pictures from Downloads folder per customer request.
