Does this occur with all messages you send? Try sending something simple to your self like

and see what happens.
has your account been compromised recently? If you are just sending out a simple test message there should be nothing that should trip the outgoing spam filters... which could mean Microsoft has flagged your account as sending spam. Do you do high volume e-mailing from this account?

Then try sending the test e-mail again and see if it goes through. You are trying to do this from the actual outlook.com website correct? Not through an e-mail program?
No, I mean when you try to send the e-mails... are you using a web browser and going to the outlook.com website, or are you using a dedicated e-mail program like outlook or windows mail
