Hi..there..

The ABS/flicking speedo certainly sounds like an issue with one of the wheel speed sensors.seeing as you say it stops when the vehicles stationary..as the speedo would likely get it its info from the abs wheel speed sensor.and that takes a reading off the rear section of the wheel bearing which has built in pulse ring that the abs sensor reads.if you follow the abs sensor down into the back of the hubs you see where the sensor is and check its not fouled up..spray brake clean etc into it to blast any dirt/corrosion building up causing signal fault with the sensor reading the pulse ring..the handbrake light will likely be generic to that fact of the two issues above.so it will come on to signify a fault on the braking system...ABS -but normally with these types of faults..its suggested to actually get the ABS system scanned for fault codes or run a live test with the vehicle moving to track/monitor down which sensors dropping out or wheel or side is the issue aswell as ensure the ABS module isnt at fault..but going by your desription its certains seems to be a bad sensor or maybe a wheel bearing issue or as i suggested above the sensor fouled up and causing signal fault and the ABS will likely pick up on that and thus effect the speedo as such....I do hope this helps
