Well bladder incontinence at the age lf 89 can be quite difficult to deal with because of the Atrophy of the tissue in this area.
So what is BEST to be done is NOT surgery - but usually using a Pessary -
A pessary is a piece of silicone that is placed into the vagina that can HOLD the vagina / bladder so as to prevent or to at least drastically reduce the leaking of the urine

Usually a GP does not know how to handle this
so an Urologist or an ob/gyn would be the best type of doctor for your sister to get the most appropriate care for her
Yes, I would suggest an appointment for this - with either an Urologist or an Ob/Gyn doctor
