If no semen got inside the vagina, you can't get pregnant. But if he came near your vagina or got semen on his or your hands, then the fingers put inside the vagina, sperm can get in that way.
But if he came completely outside and no semen got inside the vagina, then no.
True pre cum hasn't been shown to have sperm in it. But sometimes the fluids can get mixed up if the man doesn't have perfect control.
It's hard to study this. There are other studies that do show sperm in the pre-cum. For example, here is a study showing a fair number of men with sperm in their pre-cum:

If on the leg or vaginal lips, then some rubbing continued, it may be some got inside.
If true and you'd rather be on the safe side, Plan B is a morning after pill that would be a good idea if this was less than 72 hours ago.
Plan B reduces risk of pregnancy by a lot, the sooner taken the better it works.
Plan B will often cause an irregular bleeding pattern for up to 2 months after taking. This can either be a late period or bleeding a few days after taking. Either can happen and neither means anything about whether it worked or not. So a home urine pregnancy test should be taken 14 days after the sex. Use first urine of the morning for best accuracy.

Some pharmacies that object to contraception will not carry it but it shouldn't be hard to find. Probably Walmart, Walgreens, etc all will carry it unless you live in a very conservative area of the country.
No even with that pregnancy is not likely. It depends on where you are on your cycle and whether you're at your fertile time.
Even if you're at fertile time, pregnancy is not 100% risk.
But I'm thinking you don't want to take any chances so taking Plan B is a good idea.

Remember that you're probably not pregnant but the Plan B will lower the risk even more. Then do a pregnancy test 14 days after the sex.
