Most black bumps on or near the labia are benign moles. However, malignant melanoma can occur in that area, so it's important to have it checked by your doctor.If your doctor can't be sure, the bump can usually be easily removed under local anesthesia and examined under a microscope.I recommend that you see your doctor to check it out.
