Hopefully i can help..

 

It would be little hard to speculate on the labor rate to actually inspect and hopefully fix without having to to replace the whole regulator - they would most definalty need to get access to that by removing the inner trim and see if the runner's guide on the regulator itself/the cable pulley arrangement and motor if they can - to see if thats all its required - by just extra lubrication etc to see if can be freed up - by the sounds of it does seem to be binding or the motors struggling to lift the window fully - due to the water/moisture ingress fault you mention there which to will obviously need sorted to prevent that happening again..the window regulator is one metal assembly inc the winding motor,gear assembly/window guides which the glass is attached/cable which the motors winds back and forth through the pulley arrangement on the plate to lower and lift the glass on the guides..As far as i know to replace the full assembly you'll be looking at roughly hour and half labors rate - the reguator if new from dealer is roughly £225 approx or to bring the price down on them it maybe worth checking online http://www.247spares.co.uk/ or the likes of ebay for example if can't find any through local breakers yards..But as above it would be worth getting access to the regulator itself and lubricate further and monitor whislt operating the window with the interior trim removed to see exactly whats going on..i do hope this helps
