The first thing to check is the charging system.
If the ecu doesn't detect a rise in voltage then it doesn't switch the steering on.
What you can try is start the engine, rev the engine to 1500 rpm and then try the power steering as you drive off.
When I said rev the engine to 1500 rpm, I mean for a few seconds and then let it return to idle before driving off and checking the steering.
