When you have this type of problem then the easiest way to set the clearances is by doing it the long way.
ie. set each clearance when the cam lobe is a 12 o'clock to the valve.. This means setting each valve clearance on its own.
Not by rule of 9 or any other method etc.
Setting the clearance when the cam lobe is perpendicular to the valve stem.
If they are still noisy after setting them this way, then either the cam is worn, the followers are worn or a combination of both.
