You mention the dealer..what have they done upto now or replaced to try and solve this?
Is the engine showing as overheating at cold?
is the coolant level ok at cold?
what engine size - petrol or diesel?
I need to know what engine size you have? - petrol or diesel?
the reason the fans continually runs at high speed and any given time when the vehicles in use is because its no doubt in default fan speed..which means if a fault is seen on the temperature montioring side or fan control system its will run at the highest speed..but like disconnecting the coolant temp sensor the fan will come on automatically.....On "some" HDI's witha DPF "diesel particulate filter" the fans can be heard running during regeneration process and also too after the car has been switched off and can run for upto a max of 20-30minutes and its totally normal...In you case if it comes on during a cold start then it be looking at the possiblilty of a failed coolant temp sensor located on the thermostat housing or bad cooling fan motor resistor which is mountied on the fan shroud you se a 2-3 pin multiplug going to it and are quite common for failing and more than likely your problem..normally a good high end scanner can pick that up...so as above those are usually the most common reason for the fan to run as it does..
