Hi, it may be that the valve is faulty and won't turn off completely .however most thermostatic rad valves have a frost setting . if it drops below 4 degrees it will open to prevent freezing
Customer: replied 2 years ago.
So what should I do? Should I turn it to number 1 instead? How can I see if it's a faulty valve?
Expert:  Plumberpro replied 2 years ago.
Can you turn off the other side?
Customer: replied 2 years ago.
Possibly. The other side has a little white cap on it
Expert:  Plumberpro replied 2 years ago.
Yes. If you can, you can turn your radiator off from there.
IF you can't you want need to do is take off the thermostatic radiator head and take it to a plumbers merchant and see if they have one to change it with .
The ring that holds it on undoes and it will pop off , no water to worry about
