Hi Gary whats the make and model of the Balboa spa?

It sounds like you have a short, start by checking the breaker.

Customer: replied 8 months ago.
There's 240v to the GS spa control system
Expert:  JamesI replied 8 months ago.

Where are you checking the 240V, is this on the PCU within the spa?

Are you getting power on the other side of the relay within the control panel?

Customer: replied 8 months ago.
I've got 240v on both sides of the main 30A fuse
Expert:  JamesI replied 8 months ago.

Are you getting anything across the 3A, 2mA and 10A fuses, and checked non of them have blown?

Customer: replied 8 months ago.
The 2mA fuse has blown & when I replaced it has blown again. When does this feed
Expert:  JamesI replied 8 months ago.

The 200mA fuse protects the transformer for the control panel.

It suggests either you have a faulty transformer or a fault with the control panel.
