I HAVE SERVED A SECTION 21 NOTICE TO A TENANT (BUT ACTUAL TENANCY AGREEMENT HAD EXPIRED MONTHS AGO). THE SECTION 21 NOTICE EXPIRES 28 FEB 2013. HOWEVER AFTER SOME DAMAGE TO THE PROPERTY (REPORTED TO POLICE WITH CRIME NUMBER) IT APPEARS THE TENANT HAS ABANDONED THE PROPERTY. THE FRONT WINDOWS ARE SMASHED, BIN BAGS LEFT OUT, KITCHEN TRASHED (CAN SEE FROM REAR WINDOW), APPLIANCES LOOK LIKE THEY HAVE BEEN MOVED (THEFT ATTEMPT), GLASS EVERYWHERE, REAR DOOR OPEN, LOTS OF POST, NO LIGHTS, NO DOG ETC ETC. THE NEIGHBOURS HAS NOT SEEN THE TENANT FOR A FEW WEEKS AND SHE WILL NOT REPLY TO MY CALLS / TEXT. CAN I CHANGE THE LOCKS AND TAKE POSSESSION BEFORE THE 21 NOTICE EXPIRES.
