About 8 years ago our neighbours were granted planning permission to create an ' Ornamental Garden' on a flat, single story, roof. They put a few pots around on a new decked surface which they could view from their upstairs sitting room.
The property has recently changed hands and the new owners have put tables and chairs out and are using the space for recreational purposes.
As the flat roof overlooks our patio it can become quite obtrusive at times.

My question is: Can an 'Ornamental Garden' be used for recreational purposes.

May I confirm that they obtained planning permission for the decking that was put down please? Have you seen a copy of the planning permission?
