What figure to use for Stamp Duty calculation

Say I live in a property that the housing association has valued at 170k and they offer me (not under 'right to buy' but under their own scheme for assured shorthold tenants) at 170k with a 10k discount. I'm first time buyer buying jointly with main tenant.

Is the stamp duty calculated based on 170k or 160k?
