I will assume that you are the neighbour who is suffering overhanging branches.
If you choose to cut down overhanging branches, or trim trees, you will have to pay for the cost of doing so yourself.
However the law says you have to offer back the cuttings to the neighbour. You can't just throw them over the fence because this would be fly tipping which is illegal.
You can also only cut back the tree to the boundary line and to an extent where you won't kill the tree
But sadly it is the person who cuts the tree has to bear the cost
