No, a live in landlord is exempt from putting the deposit into a TDS.

but can i ask him to put it to TDS? can he choose to voluntarily put it into TDS?

You can ask but you can't insist. As far as voluntarily putting it in, there is no law covering this but in theory I can see no reason why not, assuming he is a registered landlord. He may not be of course where he lives on the premises in which case he might not be able to register with TDS at all.
