No. You are perfectly free to face the fence in either direction. If it is your fence then you can do as you wish.
If it is his fence then you cannot although, of course, you can always place a fence adjacent to his.
If he doesn't like your proposal then perhaps he can make a contribution to the work which would put him in a position where he can make more demands.
