Is a neighbour entitled to paint a fence between our properties a), without contributing to the original contribution to the erection of that fence and b), without either permission or notification beforehand ?

Understood to be joint resonsibility. When erected the neighbour made no offer to contrbute to costs

OK. Then you both own it which means that permission is needed before it is painted. So no, the neighbour would need permission before he paints it as it would be damaging joint property.
