Can my landlord refuse to renew my commercial premises lease on the grounds that he wants to demolish the property - but has no firm plans for redevelopment?

Then no he can't. The Landlord has a right to renew clause and must therefore allow you to renew. To use redvelopment as an excuse not to is not permitted.
He must have firm plans.
