I am sorry but the position is that you have no right to add an extension. There is very likely a clause in your tenancy agreement covering what work you can carry out to your house, but here i sno general right add extensions.
That doesn't mean you can't though, but you will need to try and persuade the local authority that they should let you build the extension.
