I am planning to rent a flat, but the landlord wants me to transfer a security deposit and one month rent before the viewng of the property. Is that legal?

Only once you are happy with the Flat and the Landlord has agreed to rent it to you, and the term of the Tenancy and the rent has been agreed, should you hand over the security deposit and first month's rent.

If you haven't even viewed the flat yet, the Landlord should not and is not legally entitled to any payment from you!
