Can I get my mobile phone contract terminated free as the company cannot provide the service?

If one party to a contract can't carry out an obligation under the contract, I say can't as opposed to won't, then the contract falls through impossibility of performance. The answer to your question is, therefore, yes you can terminate without notice or penalty.
