If a relative is in residential care - funded by local authority- Are they able to retain cash won in a competition?

If the amount is high enough to take their finances beyond the bracket allowed for free care or care subject to a contribution then the winnings would be put towards care.
So any win which takes savings above about £14000 would have to be examined.
