How can I question my sisters handling of my other dead sisters estate when she has not consulted her oldest brother or myself

Your only option is to raise an action of count reckoning and payment which is an action whereby the court could become involved and make her account for her handling of the estate. you would need a solicitor to help you as the action can be quite complicated to deal with.
