Wheel is tight fit and has key to keep it from rotating on the axle shaft. Can you get to the back side of the wheel and tap on it with a rubber hammer or a piece of wood while you hold pressure on it? Otherwise, you will need to figure out how to attach a puller and pull it off! Do you need to repair tire? May be easier to remove tire from wheel that removing the assembly.
