Does it have windows xp, vista, or 7, or 8?
If that does not work, you can try to uninstall Internet Explorer from Start, control panel, programs, programs and features (or add/remove programs); if it's not there, then while there, click on View installed updates on the left to check.
However, I recommend Chrome browser or Firefox browser as they are faster and more reliable.
As for the router issue, what's the model of your netgear router? Do you mean you used the reset button on the router? Does it affect both wired and wireless connection? Does it affect multiple computers/devices, or just one?
If possible, when you use your laptop at another wireless place, does it drop out also?
Can you log in the router and see if there is any firmware update? And/or log in the router, and change the wireless channel to another number, such as 1, 6, 11, etc., and check?
