- Type: devmgmt.msc
- Hit the enter key on your keyboard.
- The device manager window will appear.
- Unplug the cable from the drive, wait 10 seconds, and plug it back in.
- The moment you plug it back in, does the Device Manager listing do anything? Does it look like it updates?

I do not have the hard drive in the PC computer at the moment. I am using a laptop to write this

That may be good news.

Please, test it once more. This time unplug the cable from the computer (not the drive). Leave it plugged into the drive while unplugging & plugging into the computer.

Is there any change in the Device Manager window now? Does it refresh?

In that case, it looks like your sata to usb adapter if faulted or not installed correctly.
