Yes you can do this.

Please read through the instructions before trying them so you understand what needs to be done.

The first thing you need to be sure if is that you can log in through the web. So first confirm that you can log in at www.hotmail.com. Remember that hotmail.com is now called outlook.com but it still works the same.

Once you have confirmed that your email address and password ***** working online do the following in outlook 2013.

1. Click the File > Add Account.

2. Type your name, email address, and password, and then retype your password.

3. Click Next.

4. When Outlook is done setting up your account, click Finish.

This is exactly what I have tried but it does not work. I am using my Hotmail login password. Is that correct?

You are going to need to be more specific if possible. When you say it does not work what do you mean? What is the error you are seeing?

Yes you will need to enter your hotmail email address and password.

When I enter my Hotmail email address and password ***** fist phase works fine, i.e. confirming I am connected to the network, but that is a far as it gets, and returns a message "the operation has failed"
