You have to consider whether you were made aware of the fact that the trader/supplier is VAT registered..

If the supplier of goods/services is VAT registered it is normal to expect the price quoted to be exclusive of VAT unless you are shopping at a retail outlet.
Unless it was clearly stated that the price would be inclusive of VAT, the trader can add VAT to the price quoted when raising the invoice, I'm afraid.
