When it comes to a PQQ, if a supplier provides us with a UTR or a Company Number, does this mean that they have already been checked by authorities such as HMRC for their right to work in the UK?

Hi. A UTR is issued to an individual who has applied to register for self-assessment because they are self-employed or need to complete tax returns for any number of reasons, eg they may have rental income or a capital gain to disclose. An individual will need to supply a national insurance number when applying for a UTR so, to that extent, there is a check. Without a NI number, they are unlikely to be issued with a UTR. As for companies, they have to be registered with Companies House after which they can get a UTR. The forms that have to be completed for Companies House and HMRC ask for directors' names, addresses, NI numbers etc. and without that information they won't get a company number or a UTR. None of the above necessarily means that Companies House or HMRC have checked an individual's right to work in the UK but if NI numbers are genuine for the self-employed or a director then their right to work is probably genuine. What background checks Companies House and HMRC do behind the scenes with other government departments, they don't divulge. I hope this helps but let me know if you have any further questions.
