Hi. If you are non-UK resident but a UK national, you will be entitled to a personal allowance to offset against UK source income. Your tax liability on interest will not exceed the basic rate tax deducted from the interest and you may be able to reclaim some or all of it if you make a claim (see below). You can apply for bank interest to be paid gross by completing a form R105 here. You don't need to register as a UK non-resident but you could have completed a P85 when you left the UK. You can complete a form R43 here to claim back excess UK tax paid. I hope this helps but let me know if you have any further questions.

This from is normally completed by people who are about to leave the UK.
