if someone works away from home for the evening should the distance from the individuals home to Hotel location be 2 or 2.5 hours in order to claim for overnight expenses ?

There is no specific time limit in respect of overnight expenses laid down by HMRC although a test of reasonableness may apply, Reasonable claims will be met by employers although their terms and conditions may effect the position.
