I'm a highway engineer for 30years+


All though training we've told that a highway or part of one cannot be allocated for sole use by one person body or corporate (the land does not belong to the Highway Authority)


Now we are being asked to allocate a parking area to a company to store its vehicle for hire (Not a taxi or private hire car)


I cannot find the statute or case law that I understand prohibits this
