I'm going to apply for permanent resident and they ask for if I have criminal conviction or if I have tried to the court what shall I say

But it was fix penalty notice if i apeal it it will be criminal conviction if I left it it will be just fix penalty notice

Does it have any qualifiication at all? Like excluding fixed penalties or convictions that are not spent under the Rehabilitation of Offenders Act.

No it doesn't I just applay for permanent viza and they ask me have u ever tried to the court what shall I say

If that is right then you need to disclose this.

Even if it was a fixed penalty then its still a criminal conviction albeit that it was resolved administratively and its not a recordable offence anyway.

Its very unlikely this would have any impact upon your application. Its not that type of offence that says anything about your character.
