my daughter received a notice of a parking fine from Parking Eye for overstaying by 16 mins have appealed against the fine but have not had a reply only a second notice.

It depends how much risk you want to take.

If you cannot risk being sued then the only option is to pay. There is no other way of avoiding it.

If you are prepared to run the risk then the chances of being sued are fairly low. They do not sue all that often. It is not cost effective for them to issue.
