In the absence of a normal cardboard disc for parking in a disc zone, can I legally use a hand drawn paper disc showing the precise time of arrival, and can a fine be issued for not showing a conventional cardboard one? Thank you

If this is a disc issued by the council then drawing up a handwritten permit would be a criminal offence.

Parking without displaying a permit where it is required that you do so would render you liable to a fine.
