What are the Red & White connections on the TV called that you have connected to the soundbar?
The model no 39L 4353D The red and white leads are from the soundbar to the TV they worked OK when I was with Sky

You have stated that you have changed both the TV and box.
When you were with Sky what TV did you use?
Is that the Toshiba TV that you are using now?
I have not changed my TV I have changed my supplier from Sky to Virgin I now have a TiVo box The soundbar is not working.When I had a skybox I connected the red and white leads from the soundbar to theTV I have connected the same leads to the TV with the Tivo system but it wont work I am using the same Toshiba TV as with Sky
Sorry I was confused. It was because in your opening question you talk about a Samsung TV.
If only the Sky box was removed and replaced with a Tivo then wouldn't the red & white cable going from your Toshiba TV to the sound bar be untouched?
Is the Tivo connected to the TV using a HDMI cable?
If so, then please try changing the audio setting in the Tivo to PCM rather than Dolby digital and see if you can now get sound from the soundbar.
What is the make & model of the soundbar?
If it has a HDMI port then it would be better to connect the Tivo to the TV on one of the HDMI port and then connect the HDMI port on the TV marked as ARC (HDMI® Audio Return Channel) to the soundbar if it has a HDMI socket. You would then set the soundbar input for the HDMI socket if it has one.
