My horse has a number of small non painful spots (5p size)

My horse has a number of small non painful spots (5p size) on his back....in the area where the back of the saddle would be, tho they first occurred when he wasn't being ridden. I have been washing the area with hibiscrub but am not really sure I am haivng any real effect............Any ideas what they might be?
