There are a number of possibilities as to what is happening with Cookie and sadly all will require veterinary attention .
Cookie is not a young Hamster anymore and it could be any of the below
1. bacterail /viral infection
2. endocrine disease - meaning one of his glands which produce hormones is over/under active
3. Vitamin deficiency - lack in vitamins such as B vitamin group might lead to signs presenting .
4. as well , it could be that it all started with an eye infection or something getting cought in the eye , Cookie was very uncomfortable and in his attempts to get rid if , was rubbing his head against the cage wall or with his paw - resulting in the balding.
What I suggest you do is visit your vets , he can look into cookies eye and see if there is wound there or an ulcer of any sort . can give cookie some pain relief if that is the problem.
As well you can supplement Cookie with some vitamins by adding to his diet high quality morning cereal, ones that have high bran concentration and have no sugar at all (on the back of the box it would say vit B group conc - choose the highest one)
Your vet may choose to give cookie some antibiotics as well.
I know you wished for a simple home solution but Cookie does seem to be in pain and as such I would advice you to have him looked at and his eye sorted.
I hope I have helped you with your questions .
