It sounds like he has a true flea allergy.
If you have his flea issue controlled (I like to use both an oral and a topical, such as Advantage and Capstar), we can use a steroid to help him.
I prefer to use oral steroids like prednisolone (available as a tablet or a liquid), which are very good at controlling inflammation and itching.
It may also be a good idea to use an Elizabethan collar (cone) to prevent him from damaging his skin any further until he is completely healed.
These can be purchased at a regular pet store.
The Advantage is also available at the pet store, but both Capstar and the steroid will need to be obtained from your regular vet.
