You should...preferably to an avian-oriented vet such as can be found here: www.aav.org. When budgies act ill, they're already quite ill. Chicco's behavior suggests a gram negative bacterial infection in or affecting his gastrointestinal tract which should be addressed by an antibiotic administered directly into his beak. His vet is likely to initiate therapy with an injectable antibiotic. There are other causes, however; hence, the need for a vet to clarify Chicco's condition for you.

For now, place Chicco in a 26.6C environment which can be achieved by shining a 100W lamp into his partially covered cage (not at night when he needs his rest) or by taping a heating pad set at its lowest setting around the base of his cage. Avoid over the counter antibiotics designed to be placed in his water. An ill bird won't drink enough to properly medicate himself. Please respond with further questions or concerns if you wish.
