My dog is in labour she as birthed one pup that was dead and that was 2hrs ago and she still hasnt had anymore what should i do

OK. I'm sorry to hear about the first dead up, but often the first and last ones don't make it. 2 hours is a little long to wait between pups, and the panting and shivering suggest to me she might have a condition called ECLAMPSIA, which is a deficiency of calcium. This will stop her from being able to push the pups out properly. Left untreated, it can be dangerous. I suggest you call an emergency vet to check her over. They will be able to give her an injection of calcium - this may help her give birth properly. If not, she may need a C-section.
