My African grey pulled his tail feathers out years ago there

My African grey pulled his tail feathers out years ago there are now a few stork kind of things there one about 3 cm long ish and has started bleeding it has done it b4 quite a few time took him to a avian vet a few weeks ago they said it would b find and would just clot better then pulling them out but it is now bleeding n dripping for bout 20 mins n he keeps trying to clean it I'm not sure what to do will it just clot

It needs to be pulled out which will stop the bleeding immediately. Hopefully you have help...wrap him up so just his tail shows, grasp the bleeding feather vane near the skin with a gripping tool and pull quickly. I don't believe you were given good advice a few weeks ago.
