Hello my name is***** look forward to assisting and am very sorry to hear that you are having this problem.
Unfortunately there usually is not a quick fix for things like this, I want to warn you that it is possible you will need to replace a part in order to fix this.
There are a few different things that can cause this and a couple different parts so we would need to troubleshoot to find out for sure.
When connected to the charger does it show any sign of power at all? Has she tried a different battery to rule out it dying? Even though they are rechargeable they do eventually die.

Hi Freddy

I believe the battery only charges up a fraction of the total needed - she and the camera are in Italy so I cannot be more precise. It does not start even with the part filled battery. She bought it in February 2013 - would you expect her to need new parts yet?

The batteries that come with it can be old sometimes so a year to 2 years can be about right, and when they die they say they are holding a charge but do not hold one at all. From what you are describing either the battery or the charger has failed and needs to be replaced. If she brings it to a local camera or electronics shop they can test both the charger and battery for her. Most will do this for free in order to try and sell whichever part is needed. You would need to make sure it was a smaller shop though, larger shops will not do this. If she is in a tourist area she should be able to find a shop for this. From what you have told me it is more likely the battery than anything else since it is not turning the camera on for even a minute. Final query - is there a reset process on this camera? If I get a similar problem on my phone I remove the battery and SIM card which resets it all. Is there a similar process on this camera? Many thanks!

It is pretty much the same thing on the camera except when you remove the battery hold down the power button for about 10 seconds. Then you can put the battery back in. This removes any phantom power left in the camera, all electronics now store about 5-10 seconds of power even without a battery to prevent damage. That is why if you remove the power cable from a computer for example then press power the fans still spin for a few seconds. That Other than that the only resets on these cameras are setting related and not for physical malfunctions like this. If you have any questions at all click on reply to expert and let me know.
