I have just bought a panasonic gh4. I have selected 24 frames

I have just bought a panasonic gh4. I have selected 24 frames a second. Turned camera off then on.
In the menu it only allows me upto 1920 X 1080. It has greyed out the 4k and C 4k. It has also greyed out CNED and CNEV

It is possible that you are in the wrong operating mode. Some options will not work, will not be available, are not appropriate, to a given mode and are thus grayed out and inoperative.

Try switching mode. See if that affects thing. Try several other modes than the current one.

Hi what operating modes are you talking about. I've just tried switching from cinema mode to pal , and back again to cinema mode.In photo style CNED and CNEV dont show at all. Pressing function2 shows cned and cnev grayed out. In menu rec quality 4k and C4k are still grayed out

It is in the Quality menu where you make the selection for 4K.

There are two menus you need to set. Recording Format (either AVCHD, MP4, MP4 LPCM, or MOV) and Recording Quality. It is in the Quality menu where you make the selection for 4K.
