How old is your Vacuum?
There are a few clips that are hidden on the edges of the cover that need to be released. Its best to carefully pry on the edges if you can see where exactly they are, then they simply pop out so the cover can be removed.
The issue with the belt not turning could be the belt has failed or a bearing.
I will look to see if there is a diagram also ;-)

Thank you suggestions. The machine is less than a year old so it was unlikely to have wear and tear.

There are no clips as you suggested. To open the unit,remove the two small wheels at the front, underneath are two screws. So, to enter the unit remove two pairs of screws which are obvious then the 'hidden' screws and that is it!

After cleaning the unit works perfectly! Perhaps my husband can claim most credit the problem, he spent ages studying it before he found the answer.

I hope this information will help in the future, trying to prise 'clips' apart could result in cracking the casing

But if it happens again, I would exchange that Vacuum replacement.
I also checked to be sure there are no known problems like this as can be caused by low suction and a defective motor. But you are in great shape no issues;-)

sorry to give a poor rate but as I have explained trying to get 'clips' apart may well result in cracked casing! Luckily my husband spotted the hidden screws in time.

well I agree with you, if you were missing hidden screws that would do it as well.
