Have you already tried to set the time on the clock ?
If not, unplug it and plug it back after around 30 minutes.
Then turn it on and press the - button to set the time

Can you please attach an image here of "lollipop" symbol ?
OK, no I am afraid that is not a valid error code with upside down lollipop.
However, if you have not unplugged it and then tried to reset the clock.
Please unplug it and try again the above procedure again.
If the problem is still there you have to replace the Timer clock.
