My name is ***** ***** I can help.
I am not an HP user but a colleague of mine has directed me to this link which I feel answers your question. It seems that the cartridge being used is the issue.

This is the UK link.
Good Luck, Kind regards
This is where the link takes me?
I have just signed up with them and everything went through smoothly?
The telephone number they give is a UK number based in berkshire.
clicked on sign up now and it takes me here
clicked op one of the packages and it takes me here
filled out the details on the right and it took me here
Address etc details with UK postcode.
Does this help?
If you click on my first link (this one)
It takes you to the UK (Union Flag Top Right Corner) page, click on sign up and it takes you to the page that shows the plans available in sterling, (this one)
If you were to clear your browsing history and restart your pc/laptop then any reference to your previous searches will be cleared.
Then try this... type in hp instant ink UK to google. Then click on the link which refers directly to UK instant ink which shows
Click on that and it takes you to the UK sign now page.
How about trying it on a different device ie. a smartphone? or another laptop/pc?
Well I can say honestly, I have never come across that before.
Why not call the number on the website 0207(###) ###-#### (based 5 miles from me) , not quite pen and paper but a telephone!
